Fetch CSV from dropbox won't work...
import pandas
def initialize(context):
    # import the external data
    schedule_function(rebalance, date_rules.every_day(), time_rules.market_open())

def rebalance(context, data):

I think I set up the permission of the file in the dropbox correct - if I paste the address in the browser, it does return the CSV file. But I keep getting the error:
Exception: Error parsing remote CSV data.
There was a runtime error on line 5.

The url you are using points to a csv file within dropbox, while fetch_csv needs a direct download link. Personally, I find Google Drive much easier to set up to work with my fetch_csv algorithms. You can follow these steps to get a link for your csv file:

1) Upload file to Google Drive
2) Click on it and open with Google Sheets
3) Click on File-> Publish to the web...
4) Click on "Web page" and change to "Comma-separated values (.csv)"
5) Click on publish
6) Copy link and paste into your algorithm

The link Google Sheets generates should work seamlessly with fetch_csv. I hope this helps.
